make sure that xinetd is running. (/etc/init.d/xinetd status)

one more change to the xinetd/swat file, change "disabled"  from yes(the
default) to no

I'm trying to configure SAMBA on Redhat Linux 7 using SWAT. As suggested

changed the settings in the /etc/xinetd.d/swat file from

        only_from = localhost to only_from = 127.0.0.1

However pointing the browser to http://127.0.0.1:901 results in an
error:
"Server may not be accepting connections or maybe busy. Try connecting
again
later."

The webserver is running fine and the website is accessible. So what am
I
missing? Are there any SAMBA services that must be running before I can
access SWAT?
