solaris 7 and swat

Folks:  I still can't get this run.  I compiled 2.0.6, using the prefix of
/mnt1, not /usr/local and installed it.  when I try to do a
http://srvr22:901/, I get chdir failed - the server is not configured
properly.  the /etc/inetd.conf looks like this:

swat    stream  tcp     nowait  root    /mnt1/bin/swat  swat

and /etc/services:

swat            901/tcp
and I huped inetd.  Help, please!
