No Filenames shorter than 8.3 ??

I have installed Samba 2.0.5 with protocol = NT1.
For Win95-Clients and 32-bit applications everything works fine.
A 16-bit application can't see any files or directories with names
SHORTER than 8.3, LONGER names are mangled correct.

These are the mangling settings in my smb.conf :
mangled names = yes
preserve case = yes
short preserve case = yes
default case = lower
case sensitive = no
