To connect to a share you need to do:
smbclient \\\\windowsbox\\SHARE_NAME

For the browsing problem try setting on the linux box:
local master = yes
preferred master = yes
os level = 65

Then on the win98 boxes:
uninstall netbeui protocol if installed.

Then, when the pc's are connected, wait at least 15 min to see if the
browse list stabilizes.
