hm.  it eliminates what i thought the problem might be.

oh, damn, damn.  wrong version: the latest 1.9.17 branch uses cli_state, 
not the 1.9.17p4 version.

ok.  somewhere, the workgroup lists are being over-written / corrupted.  
we haven't been able to track it down :-(
