smbfs reads Variable files incorrectly from VMS Samb

Why shouldn't Samba handle files in the same way that most FTP servers on VMS
do: use RMS to read the records and push them to the client?  RMS will properly
handle the various record types VMS allows and the files will all look proper on
the receiving end.
