waf and public headers

Hi Tridge,

after

a rm -rf bin/default/include/public/ is needed otherwise I got:

In file included from default/include/public/smb_cli.h:64:0,
                 from default/testsuite/headers/test_headers.h:73,
                 from ../testsuite/headers/test_headers.c:37:
default/include/public/smb_cliraw.h:60:29: error: field ‘sign_info’ has
incomplete type

because smb_cli.h still uses "smb_signing.h" instead of smb_raw_signing.h.

Is it possible to fix waf that it detects this?
