[PATCH] updated python time test & user create tests

Attached is a new patch for the python based samba-tool tests. This 
includes the original time tests and a few new user tests.

The following change where made to the time test and base.py:
  * fix for the exception check on time test fail
  * removal of duplication of environment variables
  * add missing copyright header

Additional comments appreciated.

I did need to do some slightly funky gynastics to get a samdb connection 
so that I could do searches on it to ensure that users were actually 
created. Any suggestions on how to do that better would be especially 
appreciated.
