[PATCH] Only become Domain Master Browser when we are a PDC (nmbd)

While looking over the combinations of domain master=, domain logons=
and security=, in preparing to unify our server role logic, I came
across the historic ability to be a Domain Master Browser but not a PDC.

This conflicts with any DC on the same Workgroup name, and as I
understand it has not been available from Microsoft servers since they
introduced NT domains.  However, Samba has supported this mode. 

Does anybody see any reason why we need to continue to support this
particular mode of operation?  

As far as I can tell, any user wanting this functionality could simply
operate Samba as a DC, but without any member servers or accounts.
