[PATCH] Remove 'local sid' fetch from 'net getdomainsid' when we are DC

A number of users of Samba4 have been running 'net getdomainsid' to
verify their Samba3 -> Samba4 upgrade.
Along with changes to interpret the samba4 'server role' parameter, I
need this change. It ensures we only look for the domain SID when we
already know we are a DC.
However, this changes the UI, and I just want to double-check that it is
OK before submitting it to autobuild. There is an alternative (running
'net getlocalsid mydomain'), but our users seem to run 'net
getdomainsid'.
