please remove the need of Python from talloc installation

please remove the need of Python from talloc installation because;

- talloc is used on other software projects outside Samba which may  
not have any connection to Python

- if the only need to install Python is for talloc, it seems somewhat  
waste of diskspace

- of course there is talloc 2.0.1 - and it works perfectly ok - but  
i'm worried about future versions
