Well, python is only needed to BUILD talloc (with pytalloc). It's not
necessary to install both. Our libtalloc patches on Fedora separate
pytalloc into its own subpackage, so it doesn't need to be installed on
running systems.
Also, configure has a "--disable-python" argument.
