[Bug 7040] provisioning fails with alpha11

Hi Andrew,

Attached are the proposed patches for this bug:

Patch #1 registers NULL handlers for DSDB_CONTROL_DN_STORAGE_FORMAT_OID
and LDB_CONTROL_AS_SYSTEM_OID. Is this correct?

Patch #2 fixes some typos and redundant provisioning code.

Patch #3 adds msDS-NcType into samba4Top.

The patches are also available here:
http://github.com/endisd/samba/tree/development

I have tested them against the default backend, OpenLDAP, and FDS.
Should I attach them in the bug? Thanks!
