Oh, and just in case anyone is still pondering "workgroup#", it also
shows up in the RFC, Section 2.4.3 "Excluded US-ASCII Characters":

   The character "#" is excluded because it is used to delimit a URI
   from a fragment identifier in URI references (Section 4).

Honestly, by my reading, there isn't much the RFC does allow.
