Unofficially speaking on behalf of those maintaining or porting SAMBA to the
OpenVMS platform.

Any implementation that requires fork() will be almost impossible to
implement with out a major rewrite.

The smbd fork() calls are not a problem because the OpenVMS equivalent to
"inetd" actually launches a separate process for each session.

A separate daemon that communicates by either pipes or sockets would not be
hard to port though.
