this is the bug in cvs (or what i perceive to be a bug) that i am talking
about.

i hope that this doesn't mess things up for the other branches.

in the BRANCH_NTDOM branch, yes.  however, when i did a cvs co it did not
create the tags.  only when i had also added the directory structure to
the main branch did a cvs co work correctly.
