Update included popt to version 1.7

At least in Debian, popt is used in more than a hundred packages,
including samba, evolution, lots of Gnome stuff, abiword, galeon, ...
So it's fairly widespread. In fact, Debian's rsync also links to the
"external" popt library, here's the relevant part of the configure
output:

    checking for poptGetContext in -lpopt... yes
    checking whether to use included libpopt... no

So dropping it from the rsync source tree might not be a bad thing.
