Same here, on cygwin:

2.5.6 release:
checking for poptGetContext in -lpopt... yes
checking whether to use included libpopt... no

latest "cyberone" no build.samba.org:
checking for poptGetContext in -lpopt... yes
checking whether to use included libpopt... no

Moreover at least 3 cygwin packages use popt so "it does have a sense" to
have an indipendent popt.
(I also use it for a couple of projects, I love popt ^_^)
