I don't doubt the problem is real. I've experienced it often enough
myself, when it works it's fine, it's the rest of the time that's a
pain. Which is why I no longer use the redirector for boxes located in
this country and just use a local mirror instead.
Usually mirror.optus.net, debian.asis.io, mirror.transact.net.au, or
mirror.aarnet.edu.au depending on the ISP (I've previously provided a
list of local mirrors - should still be somewhere in CLUG archives.

Like you I found it would fail to redirect to a mirror either directly
invoked through /etc/apt/sources.list/.d  or proxyied through
apt-cacher-ng - but would load in a browser (fail to redirect). It's
'probably' a good idea for those that roam the planet or are just too
lazy to find local mirrors. The latter is the motivation for the
redirector creation as too many non-USians were hammering the US mirrors.
