On my old machine at home I'm still running Hardy. I just did a:
sudo apt-get install geda
and when I start it up, this appears in a Status dialog:
gEDA/gschem version 1.4.0.20080127

Read system-gafrc file [/etc/gEDA/system-gafrc]
Did not find optional ~/.gEDA/gafrc file [/home/mc/.gEDA]
Did not find optional local gafrc file [/home/mc/gafrc]
Read system-gschemrc file [/etc/gEDA/system-gschemrc]
Did not find optional ~/.gEDA/gschemrc file [/home/mc/.gEDA]
Did not find optional local gschemrc file [/home/mc/gschemrc]
Read init scm file [/usr/share/gEDA/scheme/gschem.scm]
New file [/home/mc/untitled_1.sch]
I get a component layout grid and when I Add parts they appear quite nicely.
If you Google your error:
"Did not find required system-gschemrc file [/etc/gEDA/system-gschemrc]"
...there are quite a few hits.
