After running "traceroute security.debian.org", the penny dropped; no
action was required at my end!

The template supplied by debian.anu.edu.au (which reads:

"deb http://security.debian.org/ stable/updates main contrib non-free")

is the (unchanged) answer to my query.

It just took a while for the comment in the initial posting (the 
awesomeness of geo-DNS!) to sink in.

My thanks to all who patiently pointed me in the needed direction.
