Possibly we could offer to help the ATO by providing them with a set of
proven, cost effective tools for rapid application development and
collaboration, well documented standards that will ensure the resultant
software 'Just Works' with any browser and a cost effective testing
methodology.

I guess the biggest problem will be choosing from all the options
available in the FLOSS Bazzar!
