Well assuming woody's /etc/logrotate.d/apache has the same postrotate script
as sarge's, whichever of "invoke-rc.d apache reload" and 
"/etc/init.d/apache reload" is being run is exiting with the return code of
1.

Try running the above by hand and see if spits out any errors.
