[jcifs] snd_buf_size increased to 5000 and 0.7.0 final

I am going to increase the default jcifs.smb.client.snd_buf_size to 5000 from 1300. I'm
not sure why it was this low but I'm seeing a significant increase in write speed with
this higher value now. I don't recommend this value for 0.6. I believe there was a reason
for it being 1300 at one time. It may be that if transmission is below the MTU there is
no ACK message in between each write. So on networks with a little more latency the
larger buffer might actually make things slower. I'm on a very fast network at the
moment. If some folks would like to try the higher value with their jcifs-0.7.0bX app I
would like to hear about it because I will be releasing 0.7.0 final in a few days with this
new value. I think that will be the only thing that will change since b12 other than
polishing up the docs and making sure all the default parameters are what they claim
to be in the overview page etc.
