You need to have a server somewhere on the network, so that you can talk 
to it.  It could be Samba, Windows, Thursby's Dave...  Lots of options.

Where are you entering the URL?

Most web browsers still don't know about the SMB URL.  Some file browsers
(which are really extended web browsers do support the SMB URL.  They
include include Mac OSX Desktop, KDE, and Gnome.  Probably others by now.

jCIFS itself also natively understands the SMB URL.
