I can't provide specifics, because what I'm missing is the general
information.  To restate the question:

What I'm wondering is:  What are the Service levels for?  Neither
MS-NRPC or MS-APDS seems to define their use.

What is the role and purpose of these levels.  Perhaps compare and
contrast them with the other levels in this enum.
