[Samba] LAPS Support

Hi James,

I don't think Paul meant L(D)APS, more LAPS (Local Administrator 
Password Solution)...

@Paul: I just activated that for my domain for the new LAPS. It works 
except for the encryption.

Let me write together, what I have done and then I come back to you...
