Well it shouldn't, which means that either there is something wrong
with your VM setup, or worse, something is wrong in your AD database.

I don't know, because I was talking generally, it is usually faster and
easier to create a new DC than fix a faulty one.
I suggest you try creating another DC, but this time with a new name
and IP, if that works, it gives you a direction to look at.
I would also check your AD database with samba-tool.
