[Samba] Van Belle repo - cannot install 4.16 on Debian 11

Have a look on Louis' mail from 12th of May in this list.

Subject : [Samba] Debian Bullseye samba 4.16.1 online 
(amd64/arm64/armhf/i386)

There he has written some instructions for the 4.16 packages...
