[Samba] update samba help to download

I'm sorry you are so frustrated. Try to take a step back for a moment.
It is a stressful time of year for so many of us.

On the point at hand, it downloads fine for me:

https://download.samba.org/pub/samba/stable/samba-4.11.4.tar.gz

However this is the normal case for network problems, they tend to be
reproduced only between some particular endpoints.

It might be worth speaking with your ISP or at least determining via
network tools where the packet loss is. Perhaps you have a very poor
IPv4/IPv6 path to our server for example?

Finally, we don't run official mirrors any more due to concerns we had
about a decade ago where they were serving less-than-safe-for-work
advertisements. Mirrors mattered a lot in the 1990s, less so now (at
our scale anyway).

Sorry,

Andrew Bartlett
