looks like wget don't and bypass the proxy is forbidden
if it's your proxy, your ISP's proxy and how you need to cinfigure your
environment is realy out of scope on this list - it is *not* a samba problem
again: you to your network admin, he is the one who has to solve this,
if it's your ISP still *he* is the one who have to slove this with your
ISP - not your job - not a samba topic
