Yep, this is what I was thinking too. Keep in mind two things:

- if you still have winxp clients they will (normally) not apply the 
GPO's. (you need to install some client extensions to make it work)

- we classicupgraded using 4.1.6, and ended up with a SysVol with 
incorrect permissions. They needed to be repaired with samba-tool ntacl 
sysvolreset. After that, GPO's started working beautifully.
