[Samba] NFSv4 acls inheritance flags

I did this on a machine with Windows 2008 server on the same folder with the same acls it took 3-4 minutes, i was expecting that it would take more time on Samba considering that is not native file system acls and was been applied from the network , but could be a bit faster.

Basically yes. Even on a Windows machine with a local disk, change the 
ACL's on it and it can take ages if there are lots of files. 

The implicit presumption is that appropriate ACL's are set first and 
then data is copied in. When the data is pre-existing changing the ACL's 
takes time.
