[Samba] User cannot change password not implemented in 3.x ?

Sorry for the question, but after a cursory search through the archives,
the HOWTO Collection and the man pages for smbpasswd and pdbedit, I seem 
to be unable to find confirmation for the following for any recent version 
of samba.

Is is true that "User cannot change password" functionality is not
implemented in 3.x?  I occasionally need temporary multi-user
accounts and rely on this option under Windows Server (in other domains,
natch).  The domain in question is samba-only, running 3.0.14a.

If I missed it, would someone please be kind enough to point to the TFM
that I should R to find where it is documented?
