[Samba] charsets in samba3

Thanks a mil Jeremy - This is the first answer I recieved.  I actually had
the users rename all the affected files.
Will test now.

Better late than never I hope.

unix charset = ISO8859-1
dos charset = CP850

would be the defaults 2.2.x used.
