[Samba] How Enable FTP services in Linux ???

Someone knows the way doing in Linux 
a FTP services ???
 
This is the idea, I have a machine with
OS Linux RedHat 7.3 KernelVersion 2.4, Samba 3.0.0
and IP address 65.77.1.2 this IP is a
example.
 
What can I do in Linux, in order to
can access in this way:
 
ftp.65.77.1.2
 
and moving until the folder 
opt/mvts/temp
 
Any help is greatly appreciated.
