[Samba] netbios nameserver nmbd doesn't work with non-standard subnets

It would appear that nmbd doesn't do what it's should on
networks that used non-standard subnets.

To reproduce just set up a 10.0.0.0/3 network and observe
that nmbd doesn't operate correctly.
