[Samba] patch to fix wins server issues in 3.0.0beta2

Heads up,

3.0.0beta2 will incorrectly mark WINS servers as being dead.
This patch corrects it.  Anyone using a wins with beta2 will want to
apply this.  Already checked into SAMBA_3_0 cvs.
