[Samba] Cannot sync browser lists across subnets

I've recently setup a Samba Local Master Browser on a new subnet. It can
communicate on ports 137 and 138 across subnets with my Samba Domain
Master Browser, but when I query the Local Master, I don't get a
complete browse list.

The following entries shows up in /var/log/samba/log.nmbd at the local
master:

nmbd/nmbd_browsesync.c:domain_master_node_status_fail(262)
  domain_master_node_status_fail:
  Doing a node status request to the domain master browser
  for workgroup PLASTIPAK at IP 192.168.1.2 failed.
  Cannot sync browser lists.

nmbd/nmbd_incomingdgrams.c:process_master_browser_announce(396)
  process_master_browser_announce: Not configured as domain master -
ignoring master announce.

File /var/cache/samba/browse.dat has entries for the domain and the
local master, but not for machines on the domain master's subnet.

The local master at 192.168.2.1 is configured with the following
options:

        netbios name = CERBERO
        server string = Contralor Local Samba %v
        workgroup = PLASTIPAK
        os level = 32
        domain master = no
        local master = yes
        preferred master = yes
        wins support = no
        time server = no
        wins server = 192.168.1.2
        remote announce = 192.168.1.2
        remote browse sync = 192.168.1.2
        security = domain
        password server = ALADINO
        encrypt passwords = yes

The domain master at 192.168.1.2 is configured like this:

        netbios name = ALADINO
        server string = Contralor de Dominio Samba %v
        workgroup = PLASTIPAK
        os level = 64
        domain master = yes
        local master = yes
        preferred master = yes
        wins support = yes
        time server = yes
        remote announce = 192.168.2.1
        remote browse sync = 192.168.2.1
        security = domain
        domain logons = yes
        logon script = script.bat
        encrypt passwords = yes
