[Samba] Samba and charset convention with UTF8 to other ....

Ok, i have tested and convertions correctly. 
Test charsets:

UTF8 to CP866
UTF8 to KOI8-R

And, i have compiled samba with -g options, using gdb tracing testparm. Iconv.c don`t
uses other charsets when tested in smb_iconv_open. Charsets structs have only charactes
which i enumerate later.
