[Samba] libnss_wins clarification

I am using a dial on demand modem and when I logon to a W2k machine the modem 
fires up.

In theory (I think) this should not happen

I have the libnss_wins.so.2 file in the right place and my nsswitch file is 
setup to hosts = files wins dns.

The wins server is working and resolves the name to ip address but why does 
it then search in dns.  If I take the dns away all is fine but I need that 
for outgoing serveice.

I am pretty sure it is working and not just using broadcasts.
