And here is my opinion:

Use LPRNG as your Unix printing system. It has the feature to check 
the page counter of the printer bevor and after each print job: 
Relaiable accounting independend from the printer driver. Of course 
you need a supported printer, but this should be nearly every modern 
network printer.
