Whell you don't give a lot of information that is required to help.
It would be nice to know what version of Samba, what client, the
contents of smb.conf, did you compile yourself or use a binary from
somewhere else, what operating system samba is running on.

The more info you give the easier it is to help. I know it is a fine 
line between giving too much info and not enough, but the above is
almost always required. Most of us on this list are busy with many
things. When incomplete reports come in, unless you happen to 
catch me at a time when I'm taking a break, I'll just skip it
because I don't have the time to chase down the required info.
That may not be nice but it is the facts of life :-)

The first thing I would try is to either make a symlink between 
/usr/lib/codepages and /usr/share/samba/codepages to see if that
helps. Your setup is obviously messed up if the utilities are looking
for codepages in one place and you have them in another. Fix the 
obvious and then see what else may be wrong.
