/etc/samba/smbpasswd permission denied

We have configured a samba server 2.2.2  on a linux Redhat 7.1 workstation
as a PDC.
We have a problem when we want to log from a Windows 2000 client.

Samba complains that it can't read /etc/samba/smbpasswd (which actually 
exists).
For instance, here is below the log from one of our w2k client :

[2001/11/14 15:09:01, 0] passdb/pdb_smbpasswd.c:pdb_getsampwrid(1459)
  unable to open passdb database.
[2001/11/14 15:12:05, 0] passdb/pdb_smbpasswd.c:startsmbfilepwent(171)
  startsmbfilepwent_internal: unable to open file /etc/samba/smbpasswd. 
Error was Permission denied
[2001/11/14 15:12:05, 0] passdb/pdb_smbpasswd.c:pdb_getsampwrid(1459)
  unable to open passdb database.
[2001/11/14 15:50:30, 0] passdb/pdb_smbpasswd.c:startsmbfilepwent(171)
  startsmbfilepwent_internal: unable to open file /etc/samba/smbpasswd. 
Error was Permission denied

Have we forgotten something important in the smb.conf file ?
Is it a bug ?
