Yes, this is possible. However, the Network Neighbourhood, and other
things in windows networking are heavily dependent on network
broadcasts. While you are attached to your Ethernet, you are in the same
broadcast domain as the server - over a dial up connection, this is not
the case.

Your machine needs some way of doing NetBIOS name resolution - either
use a WINS server (you can make Samba a WINS server, which might be your
easiest fix), or judicious application of the lmhosts file could fix the
problem.
