Domain master browse list sychronization

It seems that every time I restart my server the browse list is properly
synchronized and if i take samba down and restart it the browse list is
never resynchronized properly.  (Im talking about computers out of normal
propagation, as specified by the "remote browse sync" entry in
smb.conf)

Is this a bug?

Is there a way to force the browse list to request resynchronization?

Im using samba 2.0.6 on RH 6.0.
