How do netbios name lookups work?

I have samba 1.x on a red hat machine and 2.0.0b5 on a slackware machine.
On the red hat box, I can "smbclient -L windowspc" and smbclient somehow
does a name lookup to get the IP address of windowspc (it's not in
/etc/lmhosts).  However, on my 2.0.0 system it just hangs until it
eventually says it can't find the address.

These machines are on the same network and the smb.conf files appear to be
similiar.  Am I missing something?
