Turning of BROWSE MASTER on an NT?

You can control browser behaviour in the registry under

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Browser\Parameters

The key MaintainServerList (yes|no|Auto), and others, control NT's browser
behaviour and participation in elections.
