Problem with smbpasswd

Yes that is correct.

The interesting line is :

03/31/1998 16:04:55 Connection denied from 127.0.0.1

Do you have a hosts allow/ hosts deny list in
smb.conf ? If so you may want to add localhost
to the allow list :-).
