1.9.18alpha14 weirdness

eloy,

run at debug log level 3 to 5 or so, and watch what the windows machines
do to these files.  you might find that they are actually opening these
files.

in particular, you want to check and see if it does the same thing on
dlls, and also on any other files with "registered" types.
